Eastern Region Business Enterprise and Arts Centre (Inc) (ERBEAC) was formed in 1989 to develop and operate a Small Business Incubator and Arts Centre, on the site which was named the Midland Enterprise Centre. A Manager was appointed to oversee the daily operations of the centre under the direction of a Board of seven headed by the President.
With further refurbishments, the number of units available for rent rose from 23 to 59 with a high occupancy level. By 1994 approximately 120 people were employed on site with 13 businesses successfully graduated that year.
The Eastern Arts Centre was opened with the Kalla Yeedip Gallery receiving funding assistance from the Federal Government. This provided areas for four artist’s studios, a main Gallery, mezzanine gallery and 50 seat Theatre. The gallery refurbishment won the Shire of Swan Heritage award for built environment.
ERBEAC was also contracted by the Town of Bassendean to operate a new incubator in the centre of Bassendean, 7 km from the Midland Enterprise Centre.
ERBEAC underwent an expansion period from 1997 – 2000 with the development of two new incubators at Woodlake and Coolamon Villages in Ellenbrook. This concept of a network of incubators allowed ERBEAC to supply services to small communities in the metropolitan area.
During this expansion period ERBEAC established an incubator in Stirling Street Perth to provide small to medium sized office space close to the main business area of Perth.
ERBEAC relocated from the Midland Enterprise Centre to Stafford Court, Stafford Street in Midland and developed a business incubator that included nine food manufacturing unit available to let. This is the only such kitchen facility for small start up operators within the Perth metropolitan area.
From 2006 ERBEAC has consolidated its operations and currently has three successful incubator centres and future developments are being planned.
